On November 1st, the Economic and Information Technology Bureau of Hangzhou City, Zhejiang Province, responded to the "Proposal on Promoting the Development of Solar Thermal Energy Storage and Power Generation Industry in Our City" proposed by Yang Mingxia at the Fourth Session of the 14th Municipal People's Congress, emphasizing the need to increase policy support for relevant links in the solar thermal energy storage and power generation industry, and encourage the strengthening of key core technology research and development in areas such as solar thermal power generation and molten salt energy storage. In addition to promoting 3.8 million kilowatts of pumped storage and over 700000 kilowatts of electrochemical energy storage, new technology application scenarios such as ice storage, hydrogen storage, and molten salt storage have also been developed.

Since the decision and deployment of accelerating the construction of the five major industrial ecosystems proposed by the Municipal Party Committee and Government, our city has actively deployed key industries such as photovoltaics and energy storage around the goal of building a 300 billion level green energy industry by 2025. The solar thermal energy storage power generation industry proposed in your suggestion is also one of the key sub directions for the development of the green energy industry ecosystem. Since last year, we have focused on the following aspects of work:

  (一)Introduce special policies. In July 2023, the General Office of the Municipal Party Committee issued the "Implementation Opinions on Accelerating the High Quality Development of the Green Energy Industry" (Hangzhengban Letter [2023] No. 53), which clearly stated the need to increase policy support for relevant links in the solar thermal energy storage and power generation industry. One is the project investment subsidy. Support enterprises to increase capital and expand production. For industrial projects such as energy storage and photovoltaics where the actual investment amount (excluding land, factories, old equipment, etc.) exceeds 20 million yuan, a subsidy of up to 1% annual interest rate will be given based on the actual loan amount. Each enterprise will receive an annual subsidy of no more than 10 million yuan. The second is to reward sales increment. Specifically, for enterprises producing molten salt energy storage equipment, if their annual sales revenue reaches 30 million yuan, a reward of 500000 yuan will be given for every 10 million yuan increase in annual sales revenue compared to the previous year. The cumulative reward for each enterprise per year shall not exceed 10 million yuan.

  (二)Accelerate technological innovation. One is to accelerate the research and development of core technologies. Encourage leading enterprises to collaborate with universities, research institutes, etc. in the fields of solar thermal power generation and molten salt energy storage to strengthen key core technology research and overcome more technical challenges. Support the innovation consortium led by leading enterprises, supported by universities and institutions, and coordinated by various innovation entities to jointly tackle key technologies such as solar thermal power generation and molten salt energy storage, cultivate and strengthen new growth points in the industry, and promote the development of new industrialization through the dual linkage of industrial chain innovation chain. The second is to accelerate the cultivation of innovation subjects and carriers. Actively promote the "double growth" of technology enterprises, improve the hierarchical cultivation mechanism of "micro growth, small rise, high growth", and encourage enterprises related to solar thermal power generation and molten salt energy storage industries to apply for recognition as high-tech enterprises and technology-based small and medium-sized enterprises. Focusing on building the preferred destination for the transfer and transformation of scientific and technological achievements nationwide, we will lay out and construct a number of concept verification centers to support industrial development, and connect the "first mile" and "last mile" of scientific and technological achievement transformation.

  (三)Strengthen talent guarantee. Actively promoting the work of talent authorization and recognition, more than 10000 B-E high-level talent positions have been authorized to over 700 enterprises in the fields of solar thermal power generation and molten salt energy storage in two batches. Authorization and recognition are given to employers based on their qualifications (Kunpeng Enterprise, Single Champion, Little Giant Enterprise, etc.), contributions (revenue, tax, etc.), and other factors, and the units carry out independent talent evaluation.

  (四)Emphasize the creation and protection of intellectual property rights. One is to implement a high-value patent cultivation project, focusing on the field of solar thermal energy storage and power generation, and cultivating and constructing a number of high-value patent combinations and high-value patent cultivation bases. Secondly, we will promote the construction of the Hangzhou branch of the National Overseas Intellectual Property Dispute Response Guidance Center and the Rights Protection Assistance Workstation, explore the establishment of overseas intellectual property public service outlets, launch the Hangzhou Enterprise Overseas Intellectual Property Dispute Monitoring System, and strengthen the overseas layout of enterprise intellectual property.

  (五)Focus on building circles and strong chains. The focus of the "building a circle and strengthening the chain" of the green energy industry ecosystem is on four industrial chains: energy storage, photovoltaics, wind power, and energy conservation and environmental protection. The solar thermal energy storage and power generation industry is a cross industry of energy storage and photovoltaics. In 2023, there were 40 large-scale energy storage enterprises in the city, achieving an output value of 27.92 billion yuan, a year-on-year increase of 23.2%; There are 41 photovoltaic enterprises above designated size in the city, achieving an output value of 62.63 billion yuan, a year-on-year increase of 36.5%. Two clusters, Linping Energy Conservation and Environmental Protection and New Energy Equipment Industry Cluster (New Energy Power Generation and Related Equipment) and Lin'an Intelligent Photovoltaic Industry Cluster (Special Equipment and Auxiliary Materials), have been selected as the "Zhejiang Manufacturing" Provincial Characteristic Industry Cluster Collaborative Zone. At the same time, our city has developed a number of representative enterprises in the fields of solar thermal power generation and molten salt energy storage, such as Kesheng Technology (system integration) and Xizi Energy Conservation (energy-saving boilers).

  (六)Support pilot applications. During the 14th Five Year Plan period, in addition to promoting 3.8 million kilowatts of pumped storage and over 700000 kilowatts of electrochemical energy storage, new technology application scenarios such as ice storage, hydrogen storage, and molten salt storage have also been developed successively. Our city's "Hangzhou Pharmaceutical Port Zero Carbon Power Plant Molten Salt Energy Storage Demonstration Project" has been listed as a diversified energy storage demonstration project on the user side during the 14th Five Year Plan period in Zhejiang Province, and the "Xizi Aviation Zero Carbon Smart Energy Center Source Grid Load Storage Integration Demonstration Project (including molten salt energy storage)" has been listed as the first batch of new power system demonstration projects in Zhejiang Province. The Xizi Aviation Demonstration Project was completed in 2021, built according to the photovoltaic+electrochemical energy storage+thermal storage mode, with a configuration of 3000kW photovoltaic+100kW/400kWh vanadium flow energy storage+280 tons of molten salt thermal storage; Its molten salt gas supply capacity reaches 30 tons per day, which can meet the heat demand of the first phase and expansion project of Xizi Airlines.

 

Next, we will focus on the decision-making and deployment of the five major industrial ecosystems by the Municipal Party Committee and Government, focusing on technological innovation, application scenario expansion, and strengthening and supplementing the industrial chain, and fully promoting the development of the solar thermal energy storage and power generation industry.
